County Functional Division In Important Eco-Function Areas

The main function zoning as a coordinated regional development, protection and rational use planning and land space emerged,since the reform and opening up, as China's industrialization and urbanization rapid development, regional disparities, national spatial development disorder and other issues become increasingly prominent. Where the most important issue in important eco-function areas is the development of the contradiction between economic development and ecological protection coordination. The State carried out important eco-function areas dominated county main functional areas of pilot demonstration in 2014. Thereby,it has important theoretical and practical significance to discuss the county functional zoning of science the method and establish key ecological function areas suitable for the evaluation system.In this paper, for the evaluation of village-level administrative units, from the environmental carrying capacity of resources, the extent and development potential of existing development three directions selected eight secondary indicators, twenty three third indicators to establish important eco-function areas county function zoning quantitative index system evaluation. In the division method, the index weight assignment using entropy-a combination of objective evaluation method,criteria for three layer elements score the results using clustering-a combination of evaluation methods, cluster analysis and three-dimensional cube maps, establish and develop evaluation unit protection oriented. Based on the analysis results, using the dominant factor method, established in different regions of the ribbon type of discrimination rules, in accordance with the principle to divide functional areas. Cohesion and through existing regional spatial planning, optimal adjustment to establish the spatial layout, the formation of the results of the county is divided functional areas.Based on living space, production space, ecological space three dimensions, the county is divided into urban construction area, industrial area, agricultural production areas, tourism and ecology complex area, ecological protection area the five-level regional ecological zones ribbon, level area on the basis of further subdivided into nine functional sub-regions.The empirical research is Guangze in Fujian province which has important ecological function. Guangze county was divided into accords with the practice of the local development of 6 functional areas (urban area, rural settlements area and industrial area, agricultural production areas, tourism and ecological complex area, ecological protection zone),by using the method of county area partition proposed above, on the basis of comprehensive analysis of gloss county natural condition and social economy.After the study, the following conclusions can be drawn:important eco-function areas county function zoning index should be reconstructed; county functional area needs to be further subdivided, reflecting the geographical differentiation of functions and suitable for important eco-function areas;county function zoning aimed at the rational distribution of geographical features, the design of future development land spatial structure.
