The Research Of Cultivated Land Protection Rank Evaluation In Huailai County Which Is Based On Land Utilization Functional Division

The cultivated land plays an important role as a human survival and development ofthe most fundamental material in the development of human. In recent years, the socialeconomy of our country develops continually and rapidly, and land demand continues toincrease, which arouses the cultivated land resources to bear the increasingly heavypressure, and the contradiction among economic constructions, ecological environmentand the protection of cultivated land have become increasingly prominent. Theevaluation of cultivated land protection level can provide basic data for the total dynamicbalance of cultivated land protection support also clear the responsibilities of differentadministrative main body, which is the important guarantee to realize the productivecapacity of cultivated land and stable. The existing grade evaluation thoughts aboutcultivated land protection consider the natural and use conditions of land simply, makingthe evaluation results not comprehensive. introducing land utilization functional divisionin farmland protection grade evaluation process and making the leading function ofarable land area as the important aspects of the evaluation will be the evaluation processmore objective, evaluation results more scientific reasonable.Taking Huailai County Located in the northwest of Hebei province as the researcharea, through land utilization functional division of the county, and to determine thepartition corresponding land use side (DUHP) priority combination, the results will beused in the preliminary evaluation of cultivated land protection level, finally obtained theprotection evaluation results of cultivated land in Huailai County based on landutilization functional division. The main conclusions are as follows:（1）This paper determines Priority combination of each partition DUHP based onland utilization functional division, and determines the priority value by which managethe preliminary evaluation results of cultivated land protection level to get the finalevaluation results, which is based on the land use of cultivated land protection gradezoning evaluation results.（2）Constructing the reasonable index system of land utilization functional division,using GIS software and SPSS data,17township of Huailai county is divided into majorgrain-producing areas, economic flourishing areas and ecological sensitive areas and other three land utilization functional division. This paper identify different combinationsof DUHP and numerical value of priority about three land utilization functional divisionin Huailai County, proposes coefficient of preliminary evaluation results using thepriority H as the processing of cultivated land protection grade.（3）To construct the reasonable index system of evaluation of cultivated landprotection level, using the grid as evaluation unit, using ArcGIS for data analysissoftware, which is cultivated land protection grade evaluation.（4）Cultivated land protection grade of the final evaluation in Huailai Countyresults show, cultivated land protection level is divided into4levels, first-class protectedarea of cultivated land is3737.27hm2, accounting for16.57%of the total area ofcultivated land, second-class area is8961.97hm2, accounting for39.72%of the totalarea of cultivated land, third-class area is8027.64hm2, accounting for the county’scultivated land35.58%of the total area, fourth-class area is1833.64hm2, accounting for8.13%of the total area of cultivated land.（5）By comparing the preliminary evaluation results and the final evaluationresults, we can find that the evaluation which is considering the functions of every landutilization functional division can fully reflect the cultivated land protection priority ofevery land utilization functional division,and distinguish the cultivated land which havethe same natural conditions and use levels,and have the guiding function of protectingand developing,and make the differentiation cultivated land protection,and make theresult more objective and scitific.
