Ningxia Wuzhong City Rural Financial Development Countermeasure Research

Our country is a traditional agricultural country, rural finance occupies the core status in the rural economy, provides the rural reform and development of important support, also has achieved very good results. But at the same time, rural financial reforms and developments in less developed areas are faced with many problems and challenges, which need to constantly strengthen the construction of the mechanism and system in order to better adapt to the development of rural economy in our country, to promote the development of urban and rural areas as a whole. For a long time, due to restricted by various factors, non-standard growth of the rural financial development presented the characteristic of dispersion, concealment and instability. It also often becomes an obstacle for the government, but in the field of rural finance, it is an important force not to be ignored. The development of rural finance plays an important role in solving the problem of "agriculture, rural areas and farmers”. Rural financing difficulties, has always been a problem in restricting the development of China rural frontal agricultural.Today, the speed of the development of the rural economy is significantly accelerated,and in rural areas the investment grows up rapidly, thus the demand for funds is increasing.But From the point of view of capital supply, there are great obstacles to the direct or indirect financing in the rural economy. Such as the shortage of funds, the shortage of capital supply,but the demand is big and so on. These problems seriously restrict the sustainable and healthy development of the rural economy. The healthy development of China's rural financial system is very important, which plays a crucial role in promoting the sustainable development of the rural economy, promoting the steady growth of income of the farmers, maintaining national economy development steadily and orderly. So it is very important to study the rural finance.In this paper, through investigations and researches of rural financial development from foreign to our country, especially deep investigation in less developed areas, experiences and lessons are learned and the problems of rural finance existed in less developed areas of our country are found. Due to the rural economy development stage as well as the economic situation of farmers and rural enterprises, the rural financial development demand different styles. We learned that rural financial developments in the less developed areas are facing enormous challenges and opportunities, and then we identified the general characteristics ofthe rural financial development in less developed areas. By investigations of the less developed areas, such as Qinghai, Linxia, Xinjiang wouthern, we found out the problems existing in the less-developed regions and analyzed the main reasons which lead to the problems. In the end, we conduct an actual survey about rural financial development situation in Wuzhong of Ningxia, combing with the experiences and the financial system of foreign and developed eastern regions of our country, and we put forward the targeted countermeasures to solve the existed problems and make the rural finance developed well.
