Study Of Ningxia's Rural Finance Development

The development of rural economy needs the support of rural finance.In order to realize the benign interaction of rural economic and financial,to achieve the win-win goal, the financial resources need to be allocated effectively,the financial institutions should provide financial services to fully meet the funds needs of the rural economic development.The financial resources scale of Ningxia is small, rural financial development also has many problems, deepen financial services can promote the development of rural economy.In this background, this paper is written under the rural finance theory frame, using the literature method, comparative method, historical analysis, qualitative description,to introduce the present situation of rural economic and financial development in Ningxia,Ningxia rural financial demand and supply, analyze the problems existing in the rural financial development, and propose suggestions and measures of financial support for rural economic development.The first chapter introduces the research background and significance; The second chapter introduces rural financial theory and the present situation of the rural financial development abroad; The third chapter introduces the development and reform of China's rural finance; The fourth chapter introduces the status quo of Ningxia rural economy and financial development;The fifth Chapter introduces the rural financial demand and supply situation;The sixth chapter introduces the problems and causes of rural financial in Ningxia,analyzes the difficult of implementation of current fiscal and financial policies, and the influence of financial supply and demand mismatch, the structural conflict of the financial market to development of rural economy;The seventh chapter promotes measures and the suggestions, including increase the rural financial supply, improve the rural financial organization system, and meet the demand of several kinds of financing body, promote the development of industry of rural areas.The research conclusions are as follows:First, the financial resource of rural areas in Ningxia is deficient,lack of the financial service body, the fiscal and financial support policy is hard to implement, the financial resource is in short supply, the regional financial ecological environment needs to beimproved, all these deep-seated contradictions and problems affect the financial support to economic development.Second, the state should increase policy support, intruduce the laws and regulations permitting the mortgage of the rural land management right and farmers housing property right, develop rural policy insurance and commercial insurance business, combine the financial capital and financial capital, to guide the financial support of "agriculture, rural areas and farmers".Third, the area should construct a diversified and multi-level rural financial service system, encourage and guide private capital into the "agriculture, rural areas and farmers”,strengthen the rural financial supply, improve the overall rural financial services, further enhance the ability and level of the rural financial services.Fourth,the area should construct the systematic financial service system framework,including the increase the financial supply, support characteristic industry development, meet the needs of several kinds of main financing body, and improve the rural ecological environment, to support speeding up the economic development in rural areas.
