Study On The Promotion Of Public Welfare Function Of Subordinate Units Of Anhui Geology And Mineral Exploration Bureau

With China's social and economic developing, people's requirements on the quantity and quality of public service provided by the public welfare institutions are increasingly high. At the same time, the public welfare institution is in deepening reform, and achieve certain achievement. However, when the reform gets into the uncharted waters, it will inevitably scratch the interests of multifarious units. The rapidly developing social forces and the changing social governance models are not capable of improving of the power entanglements and other complex various factors that faced by the public welfare institutions'evolution.After 2011, the Party Central Committee has given the idea of classification reform of public institutions,, which has put forward for the new requirements to the nationwide geological prospecting units'reform. Bureau of Geology and mineral resources exploration of Anhui Province has experienced 60 years of change, and has a clear classification and orientation in the new round of public institutions' reforms. In the "13th Five-Year" period,the bureau raised the ideas which takes classification reform of geological prospecting units as the main line, takes the geological work transfer strategy as the core, turns the importance of resource exploration into the public service, takes into account the transfer from the importance of resource exploration, commercial geological work to the public and commercial geological work and transfer. Focus on improving the basic, public welfare and strategic geological services, and constantly expand the field of public welfare geological services, consolidate and strengthen the status of public institutions.This paper first briefly describes the definition of geological exploration unit public welfare function, the basic situation of the reform of geological prospecting units in different times and related concepts of policies. And then Bureau of Geology and mineral resources exploration of Anhui Province makes states on the public functions and achievements of its affiliations, analyzes the problems existing in geological prospecting units to enhance public functions, based on the analysis of the causes of these problems, the bureau puts forward the corresponding countermeasures to solve these problems.Based upon Bureau of Geology and mineral resources exploration of Anhui Province affiliations institutions practical problems on their public welfare functions improvement, by means of the analysis on the influence of external and internal policy environment,this paper rises the ideas which are reforming and perfecting the management system and operating mechanism of non-profit geological work in combination with classification, reasonable orientation of geological prospecting units for scientific development, strengthen the public geological service function, improving the methods of the public welfare geological work input, and talent incentive mechanism and supervision mechanism, which will make the geological prospecting units a healthier development and better service to the local economic and social.
