The public welfare scientific research institution is the important composing part of the technological innovation system, and the major provider of social technological public articles. At present, it has become one of the important investments and supporting forces that governments of all the countries draw up and realize the development strategy. The governments and all circles think much of the important role of the public welfare scientific institutions in the social living and economic development. They promote the development of the public welfare scientific institutions and the environmental improvement to a certain degree.The article starts with the background and meaning of the research relative to the public welfare scientific institutions, systematically analyses the concept evolution, and redefines the connotation and denotation of the concept. The article concludes the basic theory from the numerous and complicated theories that the meantime the public welfare scientific institutions develop themselves constantly, they should be supported by the government and all circles, mainly including theory of national scientific research structure, theory of technological innovation system, theory of originality intellectual property, theory of public articles, and theory of efficiency of government management, at the same time, the article studies ordianry and especial value of public welfare scientific institutions (chapter 2). The public welfare scientific institutions are mainly engaged in the R&D of basic and critical scientific research items and provide public articles. With long activity cycle and great risk, the institutions have no direct economic benefit, and they are generally supported to develop through financing by the country and trade. With the intensification of international competition and increasingly tendency to rely on the original innovation level with intellectual property, all the countries begin to probe into the operational mechanism of nonprofit institutions...
