The public welfare scientific research institution is the important composing part of the technological innovation system, and the major provider of social technological public articles. At present, it has become one of the important investments and supporting forces that governments of all the countries draw up and realize the development strategy. The governments and all circles think much of the important role of the public welfare scientific institutions in the social living and economic development.
