A Study On The Public Budgeting And Finance Management Of Panyu District Of Guangzhou

As one of core government functions, the Finance Bureau is in charge of the public budgeting and finance management and aims to strengthen the revenue and expenditure management. Fiscal and budgeting management of the government not only directly affects the function of finance and the efficiency of fiscal resources, but also reflects to what extent the government can effectively implement its public policies. According to the Concept of Scientific Development, to comprehensively strengthen fiscal management is an inevitable choice given the current situation of China, and has meaningful implications for economic development and social harmony.This research focuses on the fiscal and budgeting management at PanYu District. In particular, the research explores the main problems in budgeting compilation, implementation, and fiscal monitoring, and discusses the causes for these problems. Based on comprehensive financial management theories from the domestic and overseas literature and given the conditions of economic development and law enforcement in PanYu District Guangzhou, this research proposes several measures to enhance the fiscal and budgeting management at this district. This research consists of four chapters.Chapter 1 introduces the research background, content and method, reviews the related achievements in this field, and explains the contribution of this study.Chapter 2 elaborates on the development process of fiscal and budgeting management, and briefly introduces the related theories on financial and budgeting management.Chapter 3 sketches out the financial situation of PanYu District Guangzhou, and analyzes the main problems of financial management in this district. The problems include the poor compilation of budgeting, the uncertainty of budget implementation, and the insufficient monitoring mechanisms over budgeting. Then this chapter explores the reasons for these weaknesses.Chapter 4 provides advices on improving the fiscal and budgeting management of PanYu District Guangzhou. Given those problems discussed in Chapter 3, this study argues that to reform the budgeting compilation, to strengthen the means of budgeting implementation, to establish the performance management system of budgeting, and to enhance the fiscal monitoring mechanisms are necessary.
