The Chinese small and medium-sized enterprises (SMEs) are the main structure of the market economy, promoting the development of the national economy and social stability. The current domestic economy has entered the new normal; survival and development of SMEs face the impact and challenge. Bank loans as the optimal financing of SMEs play a significant role. The medium-small commercial banks should become the main support of SMEs in bank loans, but the requirements of the internal management of banks do not match the enterprise characteristics and financing come to a deadlock.This paper, based on the real financing cases, explores how medium-small commercial banks should be from the internal management level to take measures to ease the financing difficulties of SMEs. This paper emphasizes the inescapable social responsibility of medium-small commercial banks andis designed to awaken managers and employee concerning about the financing difficulties of SMEs, to stimulate their initiative, andto contribute to the development and progress of SMEs. Meanwhile, the study is benefit to enhance the risk control and market competitiveness of medium-small commercial banks. Improving its internal management also plays a positive role.This paper is divided into five chapters. The first chapter is an introduction which clarifies the research background, purpose and significance of the research, defines the concept of SMEs and medium-small commercial banks, and points out the shortage and innovation of this paper. The second chapter introduces the domestic and abroad researches in recent years on the financing of SMEs and sums up the character of SMEs financing at home and abroad. The third chapter is a key chapter as the case analysis. The author selects three real SMEs financing cases which are failed finally; each case first shows the basic situation of the financing project, then introduces the bank credit review opinions, finally analyses commercial bank carelessness and negligence in the credit review. and puts forward the relevant suggestions. The fourth chapter is a focus section,summarizesthe major causes of financing difficulty of SMEs, points out macro environment, characteristics of SMEs as well as internal management of medium-small commercial banks three sides'effects on SME financing.The fifth chapter is the key one. It puts forward opinions and suggestions to ease the financing difficulties based on the six aspects in internal management of medium-small commercial banks such as environmental construction, department organization settings, due diligence, credit review, loan process building, evaluation and motivation. At the same time, this chapter summarizes the feasibility of the study and its revelation on management practice.Innovation of this thesis may have three main aspects:First, case study in third chapter breaks the common theory and policy study, based on the financing case research. To explore the problem closer to the market would better reflect the real financing demands of SMEs, the suggestion is more practical guidance.Secondly, analysis of the financing difficulties causes in fourth chapter summarizes the characteristics of SMEs and requirements of internal management of medium-small commercial banks and emphasizes the responsibilities and obligations of commercial banks to SMEs.In order to alleviate the financing difficulties of SMEs,it provides new ideas and methods. Thirdly, the fifth chapter puts forward advice which has certain innovation. For example, the innovation "comprehensive factor scale" to adjust SMEs industries standards for credit reviews. For the first time, it put forward opinions and suggestions of the personnel's professional quality position in credit review. In the bank permissions settings, easy access construction and other aspects are put forward to try something new or improved direction.The shortage of this paperreflected in case selection is subjective and the limitted number cannot cover all problems. Cases are derived from the same geographic area, not combined with other parts of the country, and the conclusions and designs have no broad applicability.
