With the rapid development of our country's economy, a sharp increase in resource consumption are also present, resource development in our country have already can't satisfy the current resource consumption, and there is a serious resource requirements, at the same time, the waste materials discharged during the process of consumption of natural resources which cause serious damage to the natural environment, environmental pollution has become the hinder of China's sustainable development, So, improve the efficiency of environment has become the important means to our country to get rid of the shortage of resources, reduce environmental pollution and improve the efficiency of economic development.This paper, by using the bootstrap -DEA model and Malmquist index, study the comprehensive efficiency of 111 resource-based cities in our country and its change about 2010 to 2014, On the basis of consulting a large number of domestic and foreign literature, to calculate the efficiency of the environment, we select GDP as expected output, select the industrial SO,, emissions, industrial wastewater, industrial emissions as input indicators of environmental efficiency, the study found that the comprehensive efficiency level of resources city are not identical from each other, but only a few cities efficiency reached the frontier of the comprehensive efficiency level, the environmental efficiency in southwest region and northwest region is relatively high, the central region of China is relatively low, ranked as follows:southwest, northwest, east, northeast, north, south, central. If the resources city is classified with the main resources.The environment efficiency of different kinds of resource-based city ranked as follow: non-metallic, natural gas, forest, oil, coal, metal. Combining Malmquist index at the same time, we can classified the resource-based cities of our country as back resource-based cities, technical-success resource-based cities, the scale-successful resource-based cities, backward resource-based city? progressive resources city and steady resource-based city.Finally according to the theory and empirical studies in this paper, based the conclusion, put forward distinguishing suggestions for develop resource-based cities, hoping to provides a meaningful ways to develop resource-based city.
