Under new normal, Chinese economy presents new changes and new characteristics, rural economy is getting further development, rural finance has gained achievements in many ways, organization system constant perfection, products and service mode constant innovation, financial ecological environment was improved, the coverage of agricultural insurance is to expand, the financial demand of "three agriculture" is increasing. But, Chinese rural finance still has many disadvantages, such as, the poor quality of credit assets, the demand exceeds supply and financial system is imperfect. So, it needs us to explore the financial service model that according to Chinese national condition.According to the above information, this paper starts from the history and the trend of rural reformation, the study of major content on the guiding of Socialist Theory with Chinese Characteristics, taking materialist dialectics as a tool, analyzing the opportunity and challenge of rural finance from rural reformation. Combining with the status of Chinese rural finance, analyzing reasons to the problems, basing on the practices of our country, and put forward some suggestions to perfect rural financial model by using the mature ways of home and abroad for reference.This article is want to innovate rural financial system by adjust the function of policy finance, commercial finance, cooperative finance and insurance. Proposing the new financial services model according to new urbanization, agricultural information, agricultural industrialization and peasant citizens. In order to promote overall improvement of rural financial service level, satisfy the financial service needs of the construction of new socialist countryside.
