Traffic infrastructure construction has a great role in promoting development of the whole national economy, as an important leading industry, its investment directly promoted the social progress and economic growth. At the same time, the industry of transportation as an important driving and connections, it can greatly shorten the distance between the region, promote the agglomeration and diffusion between the factors of production in the region, and promote the linkage and development of related industries. After the strategy of "Western Development", advocating the "The Belt and Road" under the background of grand strategy, domestic provinces along The Silk Road Economic Belt of the transportation infrastructure construction while got a certain degree of development, but the overall is still relatively backward, transport infrastructure huge investment, has not brought the corresponding yield and high efficiency, therefore, how to improve these weak provinces traffic infrastructure construction, from the total amount and the principle of efficiency and promote the improvement of regional total factor productivity, this to promote the development of industry, make it become the important driving force to promote the development of regional economy has profound significance.Many scholars research in the past is traffic infrastructure construction for lead in terms of the amount of economy and promote, this paper on the faith of "Sustainable Development" purpose and will explore in depth both in terms of efficiency and effect. This paper selects the "The Belt and Road " nine provinces in the country along with economic use from 2000 to 2014, a total of 15 years of panel data, the use of DEA-Malmquist index analysis, the " The Belt and Road " with the domestic economy the area along the province TFP was calculated and analyzed in order to obtain growth and development of TFP, with GMM model approach, estimates the level of development of transport infrastructure and the extent of its impact. From the data obtained can be informed of the results. First, the progress of TFP is mainly the result of technological advances in the role, of course, change and technical efficiency is a certain relationship. Then, from 2000-2014, the average growth rate of TFP is 2.7%, the overall trend showed a good upward growth, Xinjiang and Qinghai, the most prominent growth rates were 45% and 42%, it has some difference between northwest and southwest regions. Finally, select the level of transport infrastructure as an argument, to foreign trade import and export volume, government spending, the actual utilization of foreign capital, capital stock, Labor as the control variable estimates its relationship with the TFP and a significant degree, Results show that the construction of transport infrastructure to the total factor productivity increase the effect is to promote, is also significant. In the control variables, besides labor factors, the role of the rest of the control variables in total factor productivity is also promoting and pushing, and labor factor and negatively correlated with the growth of total factor productivity, the possible reason is that at the end of this article selects the total number of employees and is not fully represent the human capital of the province.
