Study On The Countermeasures And Researches Of Electric-power Industry Association Participating In Social Management

At present, a new electricity reform named "let go two head, hold the middle" causes competition in generating and selling electricity, which means stricter regulations will be put on the investment, cost, efficiency, and fairness of grid. Industry development environment and electricity market structure will change a lot. It puts forward new and higher requirements for power industry association with the deepening of reform, diversity of market players, complexity of relations in interests and so on. The power industry association in our country takes an active part in the reform of power system and the development of "Thirteen Five Year Plan" research and development about power, reflecting the demands of member companies, and playing an important role in "along the way", building global Internet and promoting international cooperation etc.; however, there are some problems as well. For example, supervision, self-discipline and governance mechanism are not sound, and the legal system of industry association is imperfect, lacking of initiative participation in vocational education, etc. Therefore, it is necessary to explore what a role the power industry association in our country will play in the transformation of government functions to speed up the process to promote social management innovation.Firstly, this paper, illustrating the basic knowledge of industry association, consists of the development of domestic and foreign industry associations and summarizes the experiences learned. Then, it makes an analysis of the development and existing problems of power industry association in our country. Finally, it proposes corresponding countermeasures and suggestions for the problems.This paper uses the literature analysis, field survey and comparative analysis on the development of Chinese and foreign power industry association to investigate, analyze, summarize, and organize, deeply analyzing existing problems, putting forward corresponding countermeasures and suggestions based on the experiences of the foreign industry associations, hoping that it will provide a reference for the power industry association to play its due role in social management innovation.
