The problems of land attachments compensation standards become more prominent in the process of land acquisition compensation,such as the low compensation standards,not comprehensive compensation system,and great differences of land attachments compensation around the actual operation of the project and so on.These problems seriously damage the landless population's rights.As the important real estate of the farmers,the measurements and calculations of the compensation standards have become an urgent issue in the theoretical circle.At present,the compensation standards of the land attachments on the domestic theoretical circles are only focusing on the housing compensation value of the composition,the impact of factors,they're lack in-depth analyses of the standards of compensation.This paper regards the land attachments as the real state from the perspective of the buildings and structures and fixed objects and their characteristics,and intends to calculate the compensation standards supported by theories of real estate based on the research of the calculation method of the land attachments compensation standards at home and abroad,and sums up a relatively comprehensive and reasonable land measurement system,it will provide theoretical and technical guidance for the compensation standards calculation methods of Chinese land attachments.First of all,the paper sorts out the theoretical basis of the land attachments as a real property,to clarify the characteristics of the general real estate including the value of small,strong liquidity,short life cycle,and so on.Secondly,according to the different characteristics of various kinds of land attachments,it sorts out the land attachments classification system.On the above different types of land attachments,the paper uses replacement cost method,coefficient adjustment method and other real estate valuation methods to establish the model of land acquisition compensation standards.And then this paper finds that the existing compensation standards calculation methods are insufficient through the researches,this paper determines the scientific and reasonable calculation methods that can be able to solve the problems and deficiency.This paper matches the methods regarding the ZhouShan PuTuo,Shengsi as examples to select suitable real estate appraisal methods for calculating the compensation standard of the fixtures on the ground.Finally,this paper puts forward some suggestions.Based on the above research,the conclusion is drawn:1.Based on the theories of real estate valuation and the characteristics of real estate of various attachments,land attachments can be divided into buildings(frame building,brick concrete structure building,simple houses,etc.)and structures(shed body,temporary shed,ammonia tank,grave etc.)and fixed objects on the land(the production of orchards,sporadic fruit,bamboo,mulberry,and tea etc.).2.Through literature researches and investigations,the paper discovers some problems and shortcomings about the present calculation methods on ground attachments compensation standards,such as low compensation standards are difficult to meet the psychological needs of farmers,the regional differences between adjacent compensation standards are large,there are easy to cause the farmers' psychological treatment and enhance the conflicts of farmers and government,the current calculation methods are not standardized,in the actual operation process calculation methods are more cumbersome,they hinder land acquisition work smoothly.In order to solve these problems,the paper chooses appropriate real estate appraisal methods for applied research,according to the characteristics of real estate attachments on the ground,it selects the replacement cost method and market comparison method in building,it chooses the coefficient adjustment method into fixed objects on the ground of the compensation standard,it opts for comparison method and coefficient adjustment method of compensation standard application market structures in the application.3.Through empirical applications and comparative analyses,based on increasing satisfaction,reflecting the different economic level,operational nature,the paper suggests the replacement cost method based on the cost of software is more fully into the attachment of replacement cost and loss,applying to the compensation for the building;coefficient adjustment method based on the different periods of the level of changes in the price of attachments on the ground,fully reflect the level of economic growth,the compensation standards no longer lag behind the current price,the adjusted coefficient method is suitable for the value of small,slightly smaller range of price fixed objects on the ground;market comparison approach is applicable to the structures with large price changes and relatively large value of the price.On views of the above conclusion,the passage puts forward some suggestions for the improvement of the compensation standards of ground attachments.(1)The author thinks that the compensation standards of the compensation standards should be updated in time to keep up with the social and economic changes,so that the land lost farmers get more satisfied with the compensation standards.(2)The third-party assessment agencies make a fair assessment of the status of assessment on the land attachments,they issue normative evaluation reports,not only for real estate enterprises to open up new business assessment,but also the intermediary participation is conducive to coordination contradiction between the government and farmers.(3)We can establish the special plant appraisal compensation standards committee to make reasonable compensation and fair valuation.(4)We should do good jobs on convergence work of the old and new ground attachments compensation standards.
