Study On The Mechanism And Influence Of Anti-dumping In Chinese Wood Products Trade

The trade of wood forest products has gained increasing attention with the uplifting sensitivity for the forest conservation of every country.Since financial crisis,international trade protectionism is popular again.As Chinese wood products are labor-intensive products and the market is too centralized,China frequently suffers from anti-dumping trade friction,which has a great impact on the export of Chinese wood products.This paper makes an analysis on the present situation of Chinese main wood products(i.e., round wood, swan wood,wood panels,wooden furniture,wood pulp,paper and paperboard) in the international market,and discusses the influence mechanism of anti-dumping on Chinese wood products trade, combined with the anti-dumping cases during 2007-2014.As the wood products for export transform from resource and labor-intensive products into technology-intensive products,our wood products suffer more and more anti-dumping cases.There are more than 70 anti-dumping cases happened in 2007-2014,and the categories involved are diverse.Not only that,in other countries,the final measures of the anti-dumping cases initiated by Chinese wood products are also increasing,close to half of which are implemented by final measures.The international trade situation of Chinese wood products is grim.From the vertical and horizontal aspects,this paper makes a comprehensive analysis of the trading conditions for the main wood products in China during 2007-2014.On the import side,we mainly import raw materials in order to meet the domestic demand for all kinds of materials.Round wood,sawnwood and wood pulp account for the major share of trade.In the aspect of export,we mainly export processed wood products,such as wood furniture,wood products,paper and paperboard,paper products and plywood.Wood products suffered from anti-dumping are wood panels, wood products,wood furniture as well as paper products according to the cases we face now.So,it obviously shows that Chinese wood products bear the full brunt of other countries’ anti-dumping.As a commonly used measure for remedy in trade friction, anti-dumping will influence the development of the wood products trade. International trade is a ‘two-way trade’,in which a country both exports and imports the same kind of products in the same industry.In order to study the further impact of anti-dumping on China’s import and export trade of wood products,America is as an example to be selected. On the one hand, by studying the elasticity of substitution between Sino-US Plywood,we estimate the index of the elasticity of substitution and draw a conclusion that the substitute coefficient of Sino-US plywood trade is high so that there may be more alternative.On the other hand,taking the overall situation of Sino-US wood products into consideration,we estimate the index of industrial wood products trade.Empirical data shows that the coefficient of Sino-US trade is high and it is convenient for trade betweenChina and America.The nature of intra industry trade provides a broad market for the trade pf wood products in China and America,which leads to a possible surge in the number of trade in wood products between China and America.The higher substitution also offers the possibility of intra industry trade.Meanwhile,in order to better study the anti-dumping on Chinese wood products trade,we select five net export country(i.e.,the United States,the European Union,South Korea,Canada and Australia) as the research objects. The introduction of ADI index were calculated respectively to estimate the anti-dumping strength.The result shows that the United States has a long and lasting influence on the trade of wood products in China and the United States;The impact of the other four countries countries on the export trade is enormous.To sum up, first, the Sino-US trade substitution coefficient of wood products is higher,which provides convenience for the export to the United States.The high coefficient prompts the US to take anti-dumping measures to the wood products industry frequently.Second, the level of intra industry trade in wood products is high, and the impact on the development of industry is relatively large.Otherwise, the initiative is not strong. The weak in the control of wood products resources caused by the lack of forest resources is a potential threat to our trade.The development of wood products is very dependent on the international market,and the turbulence of the international market will affect the import and export trade of Chinese wood products.Third, the anti-dumping intensity index of Chinese wood products is generally higher and anti-dumping measures are easier to have direct and effective damage to our wood products trade.It is particularly necessary to pay attention to and adjust the strategy of wood products trade.Finally, from the expansion of domestic demand, structural optimization, innovation,upgrade cooperation, and so on, this paper provides suggestions on strategy for dealing with the international anti-dumping measures in Chinese wood products trade, based on the anti-dumping mechanism and effect of wood products trade in China.
