At present,high quality and safe food has become the basic need of people's daily life because of the substantial improvement of people's living standards.The prerequisite for food enterprises' survival and development is to ensure the safety and quality of food.Food enterprises with backward management methods and not assuring product quality and safety will be eliminated by the market.The implementation of a variety of quality management system and safety management system can effectively improve the quality and safety management level of food enterprises,but numerous theoretical knowledge and system theory make the majority of food enterprises dizzying,especially for small,medium and micro food enterprises whose human and material strength are relatively scarce.As the overall level of management is not high and lack of necessary professional personnel,the theoretical knowledge is not understood well.It causes that many problems occurred in the process of choosing and implementing the quality safety management.To improve the food quality and safety for small,medium and micro enterprises,base on theory of the ISO9000 management system and HACCP food safety management,this paper will cover combining food quality and food safety which are two propositions interrelated and with mutually distinction.So that small,medium and micro enterprises can have clear and comprehensive understanding about food quality,safety management theory.This paper can also provide limited food theoretical basis to small,medium and micro enterprises for the introduction of food management system or developing management methods and provide a reference in the application process.Considering the management characteristics of small,medium and micro food enterprises,to improve the food quality and safety,some effective management methods are proposed after the research for these enterprises' quality management is done and the common or specific existing business problems are identified to do the instance analysis of the implementation of quality and safety management.
