Food safety is not only just relating to human health and safe life, but also contributing to national economy development and social stability. Each country paid more and more important attention to food safety. Powdered formulae (PF) for infants and young children is a category of foods for special dietary use, which is a kind of food made by adding special formulation to meet the essential needs for baby growth. Because infants and young children are the most vulnerable group in society, PF is essential food for them, product quality and food safety is more critical. Especially melamine issue happened in recent year showed that quality and safe foods for infants and young children is vital and vulnerable. Because of global food trade increasing largely, food price decreased and food category variability. The whole chain from primary process to consumer becomes more complicated, and food safety risks are more exposure and unpredictable. It's the most effective way to implement whole process control covering "from farm to table" chain. Every process and each food safety stakeholder is a key to quality and food safety. In Chapter two of this thesis mainly described safety overview of dairy products and PF, food hazards like micro hazards, chemical hazards, physical hazards and allergen hazards. Quality and food safety management systems were summarized in Chapter three, including national level systems, national and international laws and regulations, ISO standards. Hazards analysis and control measures covering whole chain of PF was presented in Chapter four,, including main hazards and control measures in every part like raw material, dry blending process, storage and transportation and sales, consumers ((parents and other caregivers).
