On The Improvement Of China's Electronic Waste Management Legal System

With the popularity of electrical and electronic products to the people to bring more and more convenient, but the pollution which caused more and more WEEE can not be ignored. China is at the peak of electrical and electronic products used each year due to the upgrading and other WEEE countless causes, while a large number of WEEE through a variety of ways to enter a foreign country, which gives China’s WEEE management with to a huge problem. Once the WEEE mismanagement, not only will cause a great waste of resources and cause serious pollution to the environment.Our legal system WEEE management is not perfect, which makes the country unable to establish effective management of e-waste recycling system, WEEE management problems is difficult to get effective treatment. In this paper, the concept of WEEE, characteristics, as well as the source of the status quo of China’s WEEE management presentation and critical analysis of relevant laws and regulations of China’s WEEE, and to learn from the experience of developed countries for electronic waste management on the basis of Discussion on the way out in the WEEE management. The context of this paper, the article is as follows:The first chapter is a basic overview of WEEE. This chapter introduces the basic concepts of WEEE, and then introduces the features and sources of WEEE, and finally demonstrates the necessity of WEEE recycling management.The second chapter is the introduction of WEEE management-related laws and regulations, comments and regulations related to the assessment, inadequate summary of China’s WEEE management on this basis.The third chapter describes the experience of developed countries in WEEE management, to tease out the appropriate laws and legal systems of learning, to learn from experience.The fourth chapter is a proposal to build our WEEE management system. This chapter is the focus of this paper, first expounded the theory of building China’s WEEE management system; secondly discusses the government established an important role in the process of WEEE management system; propose specific recommendations build process again: perfect extended producer responsibility system, specifically electrical and electronic products industry chain in various roles tasks and implement WEEE disposal business specialization and industrialization; and finally into the country against foreign WEEE problem I have made a number of specific recommendations.
