Water is an important part of the ecosystem, and the healthy and sustainable development of human society are closely related. However, the water pollution problem is getting worse, in order to control water pollution, human put forward the concept of water environmental capacity, and generation after generation of continuous efforts to develop and improve quickly, and on this basis, continue to make deeper solution.Based on the investigation of Linyi Economic and Technological Development Zone's Surface Water Environment Situation,use the method of pollution load analysis and evaluation to determine the water pollutants emissions and water pollution situation.In development zone,the pollution load of COD accounted for about 0.7291,the proportion of NH3-N is 0.2709, showing that COD and NH3-N were Development Zone Waste water Treatment plant's Key pollutant.In the source of pollution,the pollution load of Lingong engineering machinery is only 0.01998,which corresponds to the equivalent standard pollution load ratio is approximately 0.0006. COD plays mainly contributed,there is no NH3-N. In the Development Zone Waste water Treatment Plant of Economic and Technological, the pollution load of COD is26.0663, the pollution load ratio is 0.7285. The pollution load of NH3-N is 9.6934,its pollution load ratio is 0.2709. Final calculation shows the pollution loading ratio of Zone Wastewater Treatment Plant is 0.9994.Thus, by analyzing the results of the two sources, it is found development zone mainly affected by sewage treatment plant.According to the monitoring data of Linyi Economic and Technological Development Zone at 2015, water environmental quality assessment carried out using the integrated pollution Environmental Quality Evaluation Index. According to the single factor evaluation index of each pollutant analysis, single factor assessment index of Peng Shirakawa is greater than 1, poor water quality, other water index is less than 1, which belongs to COD clean water; a partial sectional Peng Shirakawa,yellow drains, Li Gong River NH3-N single factor index greater than 1, other water index is less than 1, is a relatively clean water. Comprehensive pollution indexcalculated Yi, Shu River, yellow and white drain terminal is respectively about 0.8,between 0.4 and 0.7, between 0.4 and 0.7, the water is poor.Verify model simulation condition of some water monitoring sections, we found that the average error model to calculate the value of COD and NH3-N and the actual measured values were-9.96% and 2.17%, which actually measured and calculated values of NH3-N the overall average error on the whole river is small, the model calculated value of NH3-N in the general vicinity of the upper and lower actual measured value fluctuations. COD model calculation error of the mean value and the actual measured value is-9.96%, the absolute value is less than 15%, in the mathematical model within the allowable range, model results thus basically credible.In the dry season as an example, COD surface water environmental capacity in Linyi Economic and Technological Development Zone is 2847.43 t / a, NH3-N surface water environment capacity 127.21 t / a, deduct bearing point source emissions of pollutants Yi River water environmental capacity Development found that COD point sources of available surface water environmental capacity of 2279 t / a, NH3-N point sources available surface water environment capacity 93.09 t / a. Available around the table water zone remaining after deduction of the Water Environmental Capacity Development of pollutant discharged into water bodies.Surface water Linyi Economic and Technological Development Zone COD no residual water environmental capacity, the overall capacity of the water environment of NH3-N there is a surplus, but the main sewage segment Zone are the pollutants are seriously overweight, poor water quality, in urgent need of improvement. In the driest months, surface water COD remaining water environmental capacity in Linyi Economic and Technological Development Zone is-672.87 t / a, the remaining water environmental capacity NH3-N was 22.56 t / a; COD remaining points available source of water environmental capacity is-289.13 t / a, the remaining point sources of water environmental capacity of NH3-N was 29.08 t / a. In the most during the Dry Season,the zone of COD remaining water environmental capacity-676.28 t / a, the remaining water environmental capacity NH3-N was 22.36 t / a; COD remaining points available source of water environment capacity-301.13t/a, the remaining point sources of waterenvironmental capacity of NH3-N was 28.45t/a. In the dry season, the zone of COD remaining water environmental capacity-677.62t/a, the remaining water environmental capacity NH3-N was 22.32t/a; COD remaining points available source of water environment capacity-309.28t/a, NH3-N remaining point sources of water environment capacity 28.07t/a.In Linyi Economic and Technological Development Zone, surface water pollutant reduction mainly focus on huangbai drain and Yihe. For example, in the dry season, we need to reduce Yihe's 315.23 t COD every year, NH3-N 3.09 t. Yellow edge drains COD reduce 1238.17 t, NH3-N need to cut 39.82 t/a.
