The production and demand of natural gas is increasing year after year in China, and the speed of natural gas pipeline construction and reconstruction project is also accelerating. As one of the core businesses of the natural gas industry, the success of the project management of natural gas pipeline will directly affect the overall efficiency of relevant enterprises. In order to improve project management of natural gas pipeline, this paper introduces the project management maturity model, by using application of project management maturity theory to evaluate the pipeline project management capability of China's natural gas. Deficiencies were found in the implementation process of present project management, and this paper would provide improvements to it. Furthermore, it will improve the management level of natural gas pipeline projects an plays a significant role in improvement of natural gas pipeline project.This paper is based on both domestic and overseas related field researches. Considering the particularity of China's natural gas pipeline project management, three dimensions and five grades of natural gas pipeline project management maturity model were built from the scope of project level on the perspective of project owners. Three dimensions refer to evaluation grade, natural gas pipeline project management life cycle and evaluation index domain. While five grades refer to "chaos", "simple", "standard ", "lean", "strategy". Data were collected from questionnaires, and the reliability and validity were verified by SPSS. The evaluation index system of natural gas pipeline project management maturity model was then established.After comprehensive evaluation method and weight determination method were compared and analyzed. The weight of each index in the system were determined by using hierarchy process analysis, base on the particularity of the evaluation index system of natural gas pipeline project management maturity. Then fuzzy comprehensive evaluation method is used in natural gas pipeline project management maturity. And improvement plan was made after two-dimensional quadrant model of "score weight" was analyzed. In the final section, the maturity of a real case was evaluated by using vague. The project management maturity grade was obtained. And improvement plan was raised after analyzing the evaluation result of. The real case proved that it is maneuverable to evaluate and improve the maturity of the project by using fuzzy comprehensive evaluation method and two-dimensional quadrant model.
