Pipeline project construction,basic project for the energy supply of oil and natural gas as it is,puts forward strict requirements and high standards for the management process for pipeline construction enterprises because of its strong project integration,high complexity and huge capital occupation.At present,the project management level of domestic pipeline construction enterprises has been in a relatively stable state after years of exploration and development.However,many problems have been exposed in the project management process in mainstream pipeline construction enterprises due to the long effect the planned economic management system and the impact of the international market.It is,therefore,imminent to fully evaluate the management level of pipeline construction enterprises and put forward targeted improvement suggestions.First of all,domestic and foreign literature on project management maturity were sorted out followed by comparison among classic project management maturity models.Based on the current status of domestic project management development and OPM3 model,the present study sets up a suitable project management development characteristics evaluation model for pipeline construction enterprise.The pipeline construction enterprise project management maturity evaluation model readjusts the evaluation dimensions and the composition index system.It also adds a organization operation potential category based on the project management process domain of classic OPM3 model.Secondly,a five-level maturity division of CMN model was applied with evaluation index membership degree and the index factor judgment matrix gained from fuzzy comprehensive evaluation method and the expert scoring method to evaluate the project management maturity degree of pipeline company G based on improved OPM3 model.The measurement results show that the project management maturity of company G in terms of the organization level lays between the normative level and the lean level,closer to the formal one,indicating that the pipeline company G has a relatively higher management level in the project management process domain and the implementation of organizational strategic planning.Meanwhile,it means that there is much room for improvement to the lean level,let alone the strategic level.Finally,in view of the 9 aspects with low maturity scores for company G,such as strict implementation of plans,project schedule control capabilities,project cost control capabilities,project follow-up audit capabilities,etc.,optimization methods and improvement paths are proposed based on the process improvement method of OPM3.In practical application,the present study provides a framework of evaluation and improvement for project management maturity assessment for pipeline construction enterprise.Both the overall thinking and the specific methods from the framework under discussion can be used by project managers to effectively improve management capabilities,and then win advantages among companies in the same industry.
