Waterhed ecological compensation is an effective policy tool to promote the external cost of water pollution being internalized.As to Guizhou Chishui watershed, the downstream areas bear so distinguished protection responsibility and cost from the upstream areas that, horizontal ecological compensation system had been implemented for the prevention and controling of water pollution.But the compensation rate was much lower than the protection requirement,which had been set only by the local government in accordance with the "key pollution factors exceed bid compensation law",and the compensation funds allocation has not been discussed yet.In order to correct the inadequate accounting, the upstream Bijie district is selected to be the research object in my study,then on the basis of eco-compensation condition analizing,I use three different accounting methods to calculate the yearly compensation rate(2013 as the benchmark), with the level of regional economic development,the total protecting cost, capital time value and water quantity-quality parameters into consideration,I‘m able to determine the scope of compensation rate.And then the Information Entropy Distribution Modelis used to simulate the distribution among three counties(districts) of Bijie.what we have done is offered as the reference to a sustainable management on the Chishui River.The main conclusions of this article are as follow:(1)The total cost of ecological protection in upstream areas are consisted of direct cost of eco-constructing and eco-protecting combined with opportunity cost caused by limitation of developing advantaged industry.On the basis of field investigation and a great amount of data statistics,We get measured by employing the dynamic calculation method: in 2013,direct cost(DC) is 66.86 million yuan per year,the opportunity cost(Loc)is 1.02 billion yuan per year;Introducing water allocation coefficient(Kvt) and water quality correction coefficient(Kqt) to obtain the total cost:the compensation rate is up to 814.72 million yuan per year,annual compensation rate is 1090.36 yuan per capita;(2)Selecting the value of per capital GDP(an indicator of2020‘s national well-off target) as the based data to calculate the growth deficiency caused by ecological pressure in Bijie,which results in the minimum compensation rate(calculated with urban residents income per capita and rural income per capita income each).The upstreamareas are overall quantified for the compensation of 236.07 million yuan, annual compensation rate is 886 yuan per capita;This implementation can be used to avoid poverty which stimulates the protecting as a bottom line;(3)The value of four types‘ecosystem services which are provided by the forest,cultivated land,grassland and water of wetland in upstream are measured by us.Totally 7.23 billion yuan has been provided per year, possession of ecosystem value is 2421.2 yuan per capita;Make assumption that downstream shares the value with upstream equally,so they should compensate 1210.6 yuan to upstream as a compensation maximum;(4)Information entropy theory has been used to build compensation rate allocation model as judgements on the most influential indexes toward allocation— "per capita income, population in watershed, the total protection cost and watershed area".this four index are calculated by Judgement matrix and information entropy value(Wj).and then Assuming total protection cost as an initial value,the amount of compensation rate in payed areas are: 439.94 million yuan per year for Qixingguan,236.26 million yuan per year for Dafang,138.50 million yuan per year for Jinsha.
