Based on safety economics, safety cost in production of corporation includes both voluntary investment in preventing accident and passive cost made by, accident expense, the two factors's relation is as one falls another raises. The increase of voluntary investment will also enhance safety guarantee extent of corporation. In a certain extent, the sum of voluntary investment and passive investment has a minimum. If voluntary safety investment ensure safety extent acceptable and overall safety cost lowest, it is optimizing goal of corporation's decision-making of safety investment.In this paper establishing a mathematic model to optimize decision-making of corporation's safety investment is the main purpose. In order to catch this goal, it is needed to research a mathematic model according to rule of safety economics, namely, the restricted nonlinear programming model, the function of the model is optimizing structure of saftey cost and safety investment. This model is called SCSO for short. To prove the model's validity, we need to use actual safety cost date to simulate. Because there is no unitive standard for safety investment management, to carry out a reasonable classified project is necessary. After getting the date and model, basic theory and arithmetic of BP neural networks are used to gain result, neural networks toolbox of MATLAB is used to established forecast model of neural networks, SPSS and fmincon function in MATLAB are used to perform mathmatical calculations of optimizing model.Finally optimizing result of safety cost is gotten. Forecasting result, optimizing result and actual result are compared, analysed and discussed in the paper. In the final, feasibility of forecasting method and optimizing model is analuysed and explained.
