Research On The Status Quo And Countermeasures Of Local Government Safety Production Supervision

Work safety and health are the foundation of all important decisions and goals in economic and social development,as well as the basic requirement in the process of life and work.With the development of China's economy,security is becoming more and more important.Work safety has become a hot issue,arousing a extensive concern among the state and society.After more than ten year's hard working,the safety in work place has improved a lot.But due to the fact that we are still in the rapid development of industrialization,the foundation of it is still weak.Because the responsibility of work safety is not clarified,and supervision is not strict,illegal trades still happen,so do some tremendous devastating accidents.To conclude,the mess in supervision mechanism in the local government and grassroots management largely contribute to the above mentioned situations.The responsibility among the grassroots department should be distributed reasonably and the regulations should be feasible and carried out rigidly.These are the keys to clarify subject of liabilities,eradicate accidents and ensure employees' safety.As an employee in safety supervision department in Huaian Adminstration of Work Safety for 4 years,I will combine the present situation of work safety with my work experience,using the relevant theories as a guideline,to discuss the the main problems.existing in the Huaian's supervision of work safety.Besides,drawing lessons from in and outside of China,I will also give suggestions to reinforce the local work safety management This dissertation contains six chapters.The first chapter is the introduction part,it introduce the background information of the dissertation,the development of work safety inside and outside of China,and lastly it points out the key and difficult points as well as the train of thought of the dissertation.The second chapter presents the basic concept of work safety and the relevant theories in safety supervision,which lay theoretical foundation for the afterward discussions.The third chapter analyses the development and present situation of safety management in China from two perspectives,namely,the development of safety management and the present situation in China.Chapter four discusses the existing problems in local government's work safety supervision and management,as well as the reasons behind.Chapter five introduces the advanced work safety management in other countries,and the enlightenment it brings to China.The last chapter advances some suggestions and solutions for the practical situation and existing problems.
