Study On Problems And Countermeasures Of Work Safety Supervision Of Tianjin Ninghe District

With the development of times,people are increasingly paying more attention to safety in production.A good supervision in safety production is crucial in promoting the steady development of national economy,enhancing people’s happiness and establishing a harmonious and stable moderately prosperous society.The key of supervision in safety production is at the grass-roots level,especially the district and county level,which is the most direct defense to safety accidents.The investigation on the safety supervision at the district and county level is helpful to control safety supervision from the source.Through literature review that related to government safety production administration and combined with the work experience of the author,the paper has analyzed and studied the current status of supervision and administration of safety production by local governments in China.The practical problems of safety supervision in Ninghe District of Tianjin have been pointed out,including lack of attention,unclear department responsibilities,poor fundamental works,weak law enforcement ability and other problems.The reasons for the problems have also been analyzed.Through the establishment of the interpretive structure model of safety production supervision system of district-and county-level governments,the inner operation law of the supervision has been comprehensively expounded,and an effective path to improve the supervision has been put forward.By using the method of literature review,case analysis,field investigation,model analysis,through carefully reading the works and papers of safety production,government supervision and experts and scholars in safety production,and combined with excellent experience of work safety supervision in developed countries,the paper has put forward countermeasures on strengthening production safety supervision in Ninghe District of Tianjin from the aspects of the promotion of law-based governance,reform of the regulatory system,encouragement of total employee involvement,strengthening of infrastructure construction,etc.
