Rural road is regarded as the blood capillary of the highway network structure.It is important to the rural public infrastructure and is the connection link between urban and rural areas.Rural road plays an important role to promote rural development in regional economic prosperity.Because of the rural road itself "public welfare”nature determines the maintenance funds can only be government-led.China’s a large number of rural highway mileage means large maintenance funding requirements,but the government financial fund supplies is limited,so Maintenance funding gap major is one of the bottleneck of the our country rural highway maintenance enterprise development.The ecision-making of rural highway maintenance has twodecision-making levels,such as project level and network level.The project level decision is what kind of maintenance measures are taken for specific sections of the road,the main factors are maintenance funds,highway technology,traffic,natural factors,the importance of network and administrative factors.And the net level decision is to have a certain goal to ask the road of the whole road of the road of the road of the whole road to be arranged in order to realize the benefit maximization,the main factors are the performance of the road and the importance of the road network.The importance of the road network can be characterized by maintenance benefits,after the implementation of the project,the more the maintenance benefits,the more important the road network is,and vice versa.This paper through reading a large number of literature and combined the actual work in Kunming rural highway as the research background,From the study of rural highway maintenance funding gap,the construction and the solution of the optimal model of rural highway maintenance fund were finally put to the end,mainly for the following research:First analysis and researches the China and Kunming’s rural road maintenance funds supply and demand situation andforecast,maintenance capital allocation status,Come to the conclusion that China and Kunming’s rural road maintenance funds in the gap state in the next few years even for a long time.Next Chooseing the rural road maintenance funds to optimize network level decision affect factors as capital optimization network level decision-making model parameters,and evaluate the model parameters,prediction.Rural road performance evaluation index system,evaluation methods of current evaluation standards;the prediction method,based on kunming s rural road construction is long,basic data,the characteristics of less instance using grey prediction model for pavement performance prediction,prediction accuracy is higher.Maintenance evaluation includes economic benefits,social benefits and environmental benefits of three aspects of content,using the analytic hierarchy process(AHP)to evaluate.And then analysis and researches the highway maintenance fund optimization decision method,themethod divided into two broad categories,one kind is mathematical programming method,another kind is intelligent optimization decision.And choose suitable for rural road maintenance funds optimization decision-making method of multi-objective optimization decision.Finally establishing the rural road maintenance funds optimization decision model,the model is divided into single year and annual maintenance funds optimization decision model.The models was solved using particle swarm optimization algorithm,and the model output can be directly choosed by the rural highway maintenance management department.
