| Due to its special geographical location and environment,Shangluo area is a typical area of heavy rainfall in Shaanxi Province.In order to ensure the safe operation of roads and facilities in Shangluo region in the event of heavy rainfall and actively respond to disasters and emergencies,the emergency response of road damage under heavy rainfall environment in Shangluo region was studied.In this paper,according to China’s heavy rainfall environment pavement damage emergency response and the present situation of pavement maintenance management,heavy rainfall in shangluo area damaged pavement maintenance management under the environment of emergency response decision optimization problem as the research object,based on pavement performance prediction and evaluation,the pavement maintenance demand analysis of shangluo prefecture heavy rainfall environment,optimizing countermeasures plan formulation,the establishment of pavement maintenance management emergency response preferred model and annual pavement maintenance capital allocation optimization model,and combining the historical shangluo prefecture measured pavement performance data,heavy rainfall environment to select a suitable method to establish emergency management model of pavement maintenance decision optimization.The main contents of this study are as follows:(1)Pavement performance prediction and evaluation under heavy rainfall environment in Shangluo region.In the evaluation of pavement structural performance,according to the special environment of heavy rainfall in Shangluo area,a comprehensive evaluation model of pavement structural performance suitable for heavy rainfall environment in Shangluo area is put forward from the functional demand of pavement and the whole road network system of Shangluo city.A combination prediction method combining Markov probability prediction model with decay model is proposed for pavement structural performance prediction,and a simplified method for calculating single index attribute measure is given.(2)Optimization of emergency management decision for pavement maintenance.The key point of this study is the optimization of emergency management decision of pavement damage maintenance under heavy rainfall environment in Shangluo region.The goal is to make emergency response to pavement damage during heavy rainfall in Shangluo region in a very short period of time.The emergency management plan of pavement damage maintenance and the allocation plan of annual pavement maintenance funds are formulated.The main framework of optimization research on emergency management of pavement maintenance under heavy rainfall environment is constructed in Shangluo area.The maintenance needs of each highway were analyzed and corresponding maintenance countermeasures were formulated.The gray matter element method was used to make maintenance priority decision for each road section.(3)Optimized maintenance decision with the best effect under the restriction of funds.Combining the ideas of linear programming and multi-objective programming,this paper establishes a multi-objective linear decision-making model for optimizing the allocation of pavement maintenance funds.The overall optimization is carried out to achieve the priority of maintenance and the goal of optimal allocation of funds.The study of this paper provides reference for the establishment of a scientific and efficient emergency management system for road maintenance in Shangluo region,and for the highway authorities and specific maintenance departments in Shangluo region to make decisions on emergency response management of road damage under heavy rainfall environment. |
