Cost-effectiveness Analysis And Economic Evaluation Of Low-impact Development Facilities On Roads

The treatment effect of low impact development(LID)facilities has been recognized by the public,its development has also been strongly supported by the government,but the evaluation of its early economic aspects has not yet a complete set of methods and indicators.Through the analysis and analysis of the evaluation method of LID facilities at home and abroad,taking the road engineering LID facility as an example,the construction cost method,annual total cost method,cost-effectiveness analysis method,life cycle assessment method and cost effectiveness analysis method are studied.cost function and benefit function of the commonly used permeable trail brick,biological detention facility,plant ditch and sunken green space are constructed.The investment of LID facility in road engineering is the government or local finance.the beneficiary is the national,environment and social public.the economic evaluation method and index research,the national economic benefit effect,environmental benefit effect and social benefit effect were quantified and monetized.based on the three capability analysis of financial evaluation,the comprehensive economic analysis was carried out.finally,the evaluation method and index system suitable for road engineering LID were constructed,including investment return,asset-liability ratio,loan repayment period,interest reserve ratio,net present value,net present value,net value,internal rate of return and dynamic investment recovery period.Used to judge whether the lid facility of road engineering is economically feasible.On the basis of cost identification and calculation,combined with financial evaluation report,the economic evaluation report of LID facility for road engineering is constructed through financial viability analysis,profitability analysis and solvency analysis,including basic statement investment estimation table,investment plan table,total cost cost table,income statement and source of fund and application form;Analysis of statement cash flow statement,balance sheet,loan repayment schedule,etc.The economic evaluation report and index system of the LID facilities in a road project are evaluated economically,and the final economic evaluation results are obtained.it shows that the evaluation method,index system and financial statements have strong application value.
