Warmping dam is water and soil conservation engineering construction in the Loess Plat eau which can retain flood and soil and silt farmland. It is a result which people get from long-term production practices.It plays a significant role in increasing food production, rural water.convenient transportation and other aspects. The layout of the Small Watershed Dam system not only affects the safety and efficient operation of the dam system but also have a significant impact on the effectiveness of the Dam. Therefore,the research about the layout of Small Watershed Dam System is imminent.Therefore,based on a review of relevant literature at home and abroad and the practical situation of construction of the dam sy stem in China.this paper uses the method of combining the theory with practice to research th e layout of small watershed dam system.The main results are as follows:(1) Based on correlated theory and application case of the layout of small watershed dam system and reading a lot of literature and drawing lessons from the research results which exp erts and scholars have,the author has established a scientific and comprehensive evaluation in dex system of the layout of the small watershed dam system considering the economy,social i mpact,the ecological environment,technology and management.(2) Through the AHP,expert scoring method and fuzzy mathematics theory,the author builds a multi-level fuzzy comprehensive evaluation model and finally work out the specific values of the overall comprehensive evaluation of Small Watershed Dam System by determining the index weight,membership to evaluate the effect the overall layout of Small Watersheds.(3) This study takes Yu Lingou in Mizhi County of Shaanxi Province as an example.The author evaluates and analyzes the overall layout of Yulin gou Dam system by the use of the synthetical evaluation index system of the layout of the Small Watershed Dam System and the fuzzy comprehensive evaluation model.The final evaluation result is 84.41. It indicates that the layout of Yu lingou is reasonable.
