The service level of community health service institution is not enough,and highlight the contradiction between supply and demand of medical and health resources;resource of high grade medical treatment sink to the primary difficulties,lack of community health service institutions in medical and health personnel resources,cultivation of talents training urgently needs to strengthen problem caused by the government and the academic community.To strengthen human resources management of community health service organizations to actively adapt to the new situation of Chinese "Thirteen-Five" planning and construction of health,people solve the problem of medical services,the full realization of everyone having access to basic medical and health services,improve the level of people’s health is of great practical significance.Xiaogan city is a newly developed medium city in Hubei Province,and the management of human resources in community health service institutions have certain representation.This survey selected 8 community health service centers from Xiaogan city to research the present situation of human resource management,using human resource management theory and draw lessons from the experience of practice in other areas,analyze the problems and reasons existing in the human resources management of Xiaogan City community health service institutions by discussing countermeasures.To improve the management of human resources in community health service institutions with scientific basis.The research results show that the Xiaogan City community health service institutions,human resource management has the following problems:community health resource allocation is insufficient,number of community health workers per million population of 4.63,community physicians per million population is 1.12,below standard in Hubei Province;community health educational background and professional title structure is unreasonable,education to secondary school based(47.00%),the title to mid-level titles accounted for 41.84%)overall quality low;community health personnel recruitment difficult;personnel training in the form of a single,the effect is not obvious;performance evaluation form single with remuneration linked.Countermeasures and suggestions:increase medical and health personnel to work at the grassroots level policy support;strengthen the quality construction of community health human resources;establish the scientific community health manpower employment management system,implement job management system;increase the training of health personnel in community health service institutions,improve training effectiveness;establish a scientific performance management system,follow the reasonable appraisal principles,classification assessment management system,performance appraisal and reward will be closely integrated.This research on the innovation : the innovation of theory.Applying human capital growth theory and expectation theory of human resource management theory and drawing lessons from other regions’ practical experience.Innovation of research results.This paper discusses how to improve human resource management in Xiaogan city community health service institutions from four aspects:the personnel structure,the employment of personnel,personnel training and the use of talents.
