| Health supervision plays an important part in our domestic public health system and is essential for building a healthy social environment for China. Health supervision targeting public places where people are engaged in various social activities is most important.In this paper, the research is conducted in the management of one health supervision institute of a municipal health bureau. The author of this paper has studied a good amount of references and background materials and acquired a deep understanding about the theory of the Business process management as well as the current applied relevant policies and regulations. Through data analysis and people interviews along with perspectives such as supervision subject, supervision object, supervision content, supervision methods, organization structure, organization personnel, supervision process, and supervision results, the current status of the selected health supervision institute is analyzed and five weakness have been found, which are (1) inefficient organization structure, (2) lack of working staff, (3) lack of modern supervision means, (4) obstacles during supervision process, (5) weak penalty for those who against regulations. The author has also given the reasons behind these problems.The problems listed above are solved by using service-oriented health supervision as the design principle. The solution includes (1) optimizing the current organization structure, (2) increasing the working staff, (3) improving the training for working personnel, (4) building a networked intelligence monitoring platform. The core of the suggested solution is the networked intelligence monitoring platform which provides six features:(1) 24-7 real-time monitoring of key health indicators in public places, (2) analysis of monitoring data and providing diagnostic conclusions, (3) publishing monitoring data, (4) warning risk of incoming health problems, (5) managing the health certificates for the targeting group, (5) training and educating the targeting group, (6) handling complaints.The goal of this paper is through analysis of the selected health supervision institute of a municipal health bureau to optimize management methods and to improve supervision efficiency and quality of service for the public health system. |
