JiaGuan means give another office to an officer, which stand for that they own special powers, perform specific tasks, and are hounourable people. JiaGuan states from the Qin system, and became a formal system after the emperor Wu set up the ZhongChao and WaiChao. According to Hanshu baiguan gongqing table, JiaGuan contained ShiZhong, ZhongChangshi, JiShizhong, ZhuLi, ZhuCao, SanQi, JiShihuangmen in Han Dynasty, which beard different tasks. Overall, JiaGuan were officer who were closed to and trusted by the emperor, some were responsible for emperor’s life, and some took the role to give advice to the emperor. Jiaguan were always given to the officer who were trusted and flavored by the emperor, such as dukes, traitor, children of hero. Most of the Original officers of JiaGuan were GuangLu hoon, GuangLu doctor, Wei Wei, ZhongLangJiang, who were closed to the emperor and in charge of giving advice. As being intimate officer of the emperor, the selection of JiaGuan had some requirements, officers given JiaGuan need good behavior and wealthy knowledege. The status and effect of seven kinds of JiaGuan were different and the relationship between the emperor and seven kinds of JiaGuan were also different. In addition, JiaGuan could be combined and transfered.JiaGuan system was a product of autocratic centralization of politics. The purpose of JiaGuan system was to improve the imperial power and consolidate the feudal rule. Closely associated with imperial power political, JiaGuan system had both positive and negative effects on autocratic imperial power. JiaGuan system of Han Dynasty not only had a huge impact on Han Dynasty politics but also the later politics as well. If the imperial politics was stable and the emperor was wise, JiaGuan system could play a positive rule to consolidating the imperial power and maintaining the feudal rule. However, if the imperial politics was weak and the emperor was incompetent, powerful and traitor minister would use the convenience of being JiaGuan and easily get closed to the emperor, so that they would seize the emperor and steal the imperial power. At this time, JiaGuan system became a tool by which that powerful and traitor dominate the politics, and produced bad effects such as weaken the imperial power. As a result whether JiaGuan system is beneficial is connected to the ability and character of the emperor. As an institutional innovation, JiaGuan system was followed by later generations and had a great influence on the later political. JiaGuan was a system that emperors took of officers closed to assist them, and was the first system that close ministers ruling dynasties. The Tang dynasty’ academician bachelor’s degree, the cabinet of the Ming Dynasty and Qing Dynasty’ grand council were affected by the JiaGuan system in Han dynasty.This article is divided into four parts, the first part mainly introduces the background of the JiaGuan system. The set of JiaGuan system is for the sake of strengthening imperial power in Han Wu. The second part summarizes the JiaGuan system, and discusses the origin of seven kinds of promotion, the officer of identity and specific duties, selection of approaches and conditions of the promotion, the JiaGuan of combination and ZhuanQian situation as well as the JiaGuan of political activity space. The third part explain the relationship between JiaGuan and imperial power by discussing the JiaGuan’ relationship with emperor, eunuch and Waiqi. The fourth part discusses the JiaGuan influence on the imperial power from the positive and negative aspects. |
