The prime function for urban signal system is to provide information exchange and interaction. Urban signal system design has aroused wide public attention, many scholars researched into the subject from different perspectives. But in practice, design quality of urban signals revealed poor. There are both subjective and objective reasons for this situation. From subjective aspects, designers and decision makers always lack a comprehensive understanding of the function of urban signal system, and aesthetics are often taken as the prime factor for evaluation. While in objective aspects, there hasn't been a objective measurement for evaluating the design quality of urban signal systems for a long time.So even if designers wish to test if the signal system works properly as a system, they would feel powerless to make an overall evaluation of the system. To change this situation, this thesis tries to draw a comprehensive quantifiable evaluation of the urban signal system, in which issues including layouts, visual as well as acoustic factors can all be calculated towards a final grade to give reference to both designers and decision makers.
