The New Economic Policy implemented in 1921 was an important Policy of the Soviet Union,in 1925-1927,the process of implementation had obtained great achievements and also had met events such as "Grain Purchasing risk"and "schacht case"leads to the policy of development changes,finally the NEP which filled with backsliding and detours lasted less than a decade.This paper closely concentrating on the Soviet Union's five plenums of Communist Party's Central Committee in 1928-1929.The it mainly discussed the development of Soviet Union's economic and social.with the power struggle in senior government officials,we could analysis the policy design and direction of the Soviet Union.This paper based of opening Russian declassified documents and many other materials, I use the inner-party fighting as entry points to analysis and find the reason that finally put a end to the NEP.This Paper has 6 parts.Preface:introduce the main Points and aims of the Paper, research progresses of this part and the view point.The second part talks about the central policy in 1925?1927 on the development of social and economic in Soviet union and analyzes the existent issues, Explores the relationship of economic policy adjustment between 1925-1927 and 1928.The third part mainly about two plenums of Communist Party's Central Committee in 1928,This section 1 use the "Grain Purchasing risk" as entry point to analysis the situation of the inner-party fighting, and figure out the vein of Soviet policy in 1928.The fourth part is about the November Communist Party's Central Committee in 1928. highlights the inner-party fighting that made NEP transition.The fifth part mainly analyzes the end of inner-party fighting and the collectivization of agriculture policy were formed finally.The sixth part summaries some thinking about the ending of the NEP's enlightenment leave us.
