The rising of representatives from poor class had noticeable influence on the political and military situation.From the end of Eastern Jin Dynasty,the aristocrats who had long-term domination declined,they relied on capital from ancestors,”aristocrats obtained official position with the former capital,become a class of senior officials.",most of them not only ignore the political fairs,but also are lack of practical ability.The rulers often will actually deliver the works to the poor people of lower social status,so that the actual military power gradually transferred to the poor people.Poor people also actively participate in political activities,and strive to improve their own social status,in an attempt to squeeze into the nobility.Some poor people are also trying to expand their own political power,in order to safeguard their wealth.Of course,the emperors of Song,Qi period,for the aim of strengthening imperial power,although most leaders made the poor people involved in politics,trust from different emperors to the poor groups are not the same,this will inevitably lead to the difference effect of each period of cold person group.Such as the Song Dynasty,the emperor Xiao wu,Ming,Qi gao,Qi Wu,Qi Ming of Song Dynasty et al.,although they energetically selected the talent people,and put the poor in an important position,yet omperors are" still clinging to power" and "never give power to others",the poor are only the bearers of the orders from king,they act according to the will of the monarch,become a tool of emperors to strengthen their imperial power.In the Song Dynasty,in the period of the emperor Liu Ziye and Liu Yu,Xiao Baojuan,maybe because emperors are too young and weak,or maybe they failed to come to power,or maybe ignore the political fairs.Therefore,the poor people from inner court manipulate the power and became arbitrary.In the period of Song and Qi dynasties,the position of Zhongshu,sheren,Dianqian change,their power gradually increased,the poor took up these positions to have political participation.Affected by the social custom at that time,when the poor groups obtained certain political status,they were trying to squeeze into the nobility,and then strive for exempt from taxation privilege.
