Research On Complaints And Complaints During The Transition Period

The petition system began in the early days of the founding of the national leaders of the people's attention to the needs of the masses, is a form of political participation with Chinese characteristics and the right remedy way. Petition problem is our society's "mirror", is a variety of social issues a "barometer". And the system of the letters and visits is played a "valve" role, if the solution is good, can reduce the pressure of the government, in the process of communication to play a "lubricant" effect. However, the system of letters and visits as a public authority to supervise and to listen to public opinion channels, is gradually becoming the main relief way, the petition as a magic weapon to solve the problem, the problem is not to find the court, do not believe the law, but to seek to solve the law. Based on this, this paper only studies the issue of litigation petition in the transitional period.This paper analyzes the current situation of the number of complaints and complaints in China, and expounds the characteristics and solutions of the current complaint letters, and the relationship between the complaint letters and visits. To solve these problems and difficulties, this paper puts forward that we should focus on improving the system of complaint letters and visits, changing the governance mode of complaint letters and visits in the past, taking the rule of law as a guide to reconstruct the petition work mode, in order to improve the credibility of the judicial system, maintain the judgment of res, and take effective measures to improve the level and ability of dealing with complaints.
