The difficulty of enforcing the judgment of civil litigation has been a focus of concern of the society,which makes the effective judgment unable to be effectively enforced.This not only damages the lawful rights and interests of the party,but also does harm to the judicial authority of the court.It is in the wave of reform that the system of disclosing the list and information of the discreditable person against whom a judgment is enforced came into being,which is considered as an initiative of judicial practice in China.To be specific,the system means to publicly disclose the information of the person against whom a judgment is enforced in the process of enforcement.In this case,the person against whom a judgment is enforced refuses to enforce the effective judgment though he or she has the ability indeed.In accordance with the application of the person who applies for or the court's functions and powers,the information of the person against whom a judgment is enforced is disclosed to the public through the case enforcement system or media.With the appearance of the system,the rate of enforcement of civil cases has been raised to some extent and the judicial credibility has been further manifested.However,the system cannot solve the problem of "the difficulty of enforcement" completely as a result of a relatively short time of its establishment,lack of unitary standards for starting the procedure,the nonstandard publicity of the information of the person against whom a judgment is enforced,and the incomplete information system.Hence,the system should be improved by completing the existing legislation,unifying the mode of starting the system,and protecting the privacy of the person against whom a judgment is enforced so as to guide the civil enforcement better.
