Food Security involves thousands of households.The formulation of laws related to food security attracts wide attention in society every time.Since the introduction of Food Security Law of PRC in 2009 and the amendment in 2015,Punitive Damages System is always in heated debates.Punitive Damages System,which originates from the common law countries,is a controversial system itself.The system results in hot debates in common law countries while it is rejected in civil law countries,To some extent,it is no longer refused in civil law countries as before.Punitive Damages System is introduced in Food Security Laws of China.Although experts and citizens across the country have no doubt about it,due to the lack of solid legal theory,many problems have occurred in practice,such as the determination of compensation,In addition,the scope of the body is also in controversy.In Fact,there is a connection with different sentences.The paper consists of five parts,The first introduces the background and the status of Punitive Damages System in food security.The second chapter introduces basic concepts and self-values reflected in the punitive damages systems.Next chapter is the application of Punitive Damages Systems of food security in China.Some concrete problems are also analyzed during the application,The fourth chapter talks about the punitive damages system in America and Taiwan(China).the author takes America and Taiwan(China)as examples because the system originates from common law countries and America is the best in operating the Punitive Damages System and Taiwan(China)is stylish in localizing the system,In the last chapter,the authors takes a cue from other countries and puts forward some concrete suggestions according to the current situation and problems.
