Research On Government Accountability In Public Safety Accidents

Building a responsible government,strengthening the sense of responsibility of the government and officials,and realizing the unification of rights and responsibilities is the inevitable trend of the governmental administrative reform in our country.In 2003,China began to implement the accountability system,to the climax of the accountability system in 2008,and then to the implementation of accountability procedures for the first time in 2010,and so on.All show that government's ability to deal with accountability has gradually improved.But at the same time,we can not ignore the situation of high public accidents in recent years,which shows that there are many problems in the construction of government accountability system in China.The question that how to realize the unity of government power and responsibility,and how to promote social stability and improve the credibility of the government has become the new requirements of the government accountability system in the new era.This paper follows the logical framework which consists of the theory of interpretation,problem analysis and system perfection.By taking the Qingdao oil pipeline explosion as an example,China's current government accountability system are explored from the perspective of outburst safety accidents.The structure of this paper is divided into three parts.The first chapter is about the definition and theoretical basis of the related issues on public safety accidents and government accountability.The second chapter is that through the analysis of the Qingdao oil pipeline explosion and its results of accountability,the problems in our country government accountability such as the subject of accountability,legal system,government accountability scope and relief mechanism are proposed.Based on the problems in restricting China's government accountability system development in the second chapter,the countermeasures is put forward to perfect the construction of government public safety accident accountability system,which provide reference for further research in the government accountability system.
