Study On The Improvement Of Administrative Accountability And The Founding Of A Responsible Government

The accountability system is an integral part of political civilization constrction as well as an important way of a responsible government building.Administrative accountability is widely used in the field of public administration,reflecting the determination of the CPC Central Committee and the State Council to govern and administer the government according to the law.It also shows the determination of the CPC Central Committee and the State Council to deepen the reform of cadre selection and appointment system.At the same time the implementation of the accountability system illustrates the determination of the State Council to strengthen the constrction of a diligent and clean government and to improve the ability to govern a government. The implementation of the accountability system will help ensure the correct exercise of public authority.Therefore,administration,and the building of an accountable government, has become the basic requirements for all levels of governments.To build an accountability system in a rational way,we can judge whether officials have taken their resbonsibilities or not.Thus we can make sure the executive authorities and civil servants can really take their responsibilities and enhance their ability and management level. The accountability system is regarded as an important step towards a responsible government because it Highlights the core values of administrative culture. However, there are many deficiencies in the administrative accountability system in China today, such as the vagueness of the content requirements of accountability, arbitrary operation, inadequate accountability procedures, vague accountability side, weak accountability functions,unreasonable way to deal with the accountability responsibility problems and so on.This paper focus on the solutions to those problems exposed, in order to give some suggestions to improve the administrative accountability system.
