Research On Institutional Identity Of Grassroots Deliberative Democracy

In order to achieve the purpose of building socialist political civilization, the contemporary development of deliberative democracy with Chinese characteristic s, outstanding performance is to construct a system to perfect the socialist dem ocracy.Deliberative democracy at the grass-roots level is the foundation of the deliberative democracy with Chinese characteristics,aims to expand the political participation of the masses, coordinate differences of interests and maintain so cial stability.Whether a system can run smoothly, better regulate the relationship between members of society, the most critical thing is to get people's inner identity,That is,it is possible to obtain the majority of members of the community to suppo rt the recognition and value on the behavior,the system design and the legitima cy of science is important, but it is only from the aspect of emotional system can obtain public recognition, smooth operation, timeless.In the view of instituti onal identity, the essence of the construction of the grassroots deliberative dem ocratic identity is to find out how to design and perfect the system,makes the system of justice concept as the public belief in the value system,as people's d aily lives of the value of the code of conduct,thus establishing the basis for th e identification of democracy at the grassroots level.At present, the construction of grassroots deliberative democracy in our cou ntry is facing such as: the channel is not smooth,the form of alienation,and t he relative absence of rational dilemma,these have led to part of the region is still focused on the form, light content, emphasis on negotiation and dilute de mocratic practices.To some extent, these factors weaken the participation of citi zens,at the same time, people have questioned the fairness of grassroots deliber ative democracy.And the development of market economy produces the diversit y of interest subjects,the trend of social pluralism brings about the inequality o f the political resources and abilities of the subject,history and the existing env ironment created by the lack of public democratic literacy and so on,these fact ors can not be ignored in the construction of deliberative democracy.In other w ords,the democratic system as a tool for the pursuit of a happy life,to determin e whether the system is healthy development, the main indicator is the people's satisfaction with the system,in addition to management utility, interest satisfacti on,social welfare and other factors,there are a lot of standards for the democr atic system,the most critical point is whether the government has a soul to uph old fairness and justice in the actual operation of the system.Therefore, rebuildi ng the system of identity must be start from two dimensions of root and cardi ac:The root of the problem is often related to the interests of the people,which is composed of rationality and performance system design decisions,that is,inst itutional justice;and the factors of the heart is related to the people's recognitio n of the values of the party and the government, as well as the value of the system,that is, the value of identity, both are indispensable.Based on this, with the system analysis framework of identity,Combing the real value of institutio nal identity at the grassroots level, highlighting the obstacles that exist in the process of institutional identity, and tries to propose the dual logic of establishi ng the democratic system of grassroots deliberative democracy from two aspect s of institutional justice and value identity.,to expect grassroots deliberative dem ocracy lasting profound sustainable development.
