Research On Chengdu Practice Of Social Consultation Dialogue Mechanism

As a concrete form of socialist consultative democracy with Chinese characteristics(hereinafter referred to as consultative democracy with Chinese characteristics),social consultative dialogue is widely carried out at all levels and in all fields of society.The "Chengdu three-level social consultation dialogue mechanism" explored in Chengdu in 2013 is one of the concrete manifestations of the social consultation dialogue,The mechanism covers three levels: city and county,township and village(community).Various pilot cities and counties in Chengdu have institutionalized and standardized the social consultation and dialogue mechanism by issuing a large number of normative documents.In China,the reports from the 13 th CPC National Congress to the 19 th CPC National Congress have been put forward many times." In order to play an important role in the socialist consultative democracy,to promote the consultation of the broad,multi-level and institutionalized development of democracy,the consultation of the broad,multi-level and institutionalized development of the democratic system needs to be established on the basis of absorbing the value of the democratic theoretical value of the consultation,and the aggregation and even the conversion of the interests and the views of the negotiation participants can be realized through the procedure specification,The final form of a tendentious consensus requires a complete mechanism as a support to prevent the negotiation of democracy as a "The label".This paper is divided into six parts.The first part is introduction,the second part mainly discusses the related concepts of social consultation dialogue mechanism and the theory of consultation democracy between China and the West,and correctly understands the commonness and difference between consultation democracy with Chinese characteristics and consultation democracy in the West.The third part describes the current situation of the threelevel social consultation and dialogue mechanism in Chengdu and summarizes and refines the results achieved in the practice of consultative democracy.The fourth part analyzes the defects in the institutional design of the mechanism and the problems in the practice of consultative democracy in recent years;The fifth part,by drawing the characteristics of China's consultative democracy theory and the part of the western consultation and democracy theory,is suitable for the actual part of Chengdu's value;and the last part is the epilogue,and the results of the threelevel social consultation and dialogue mechanism of Chengdu are fully affirmed.We look forward to the improvement and development of the mechanism.This paper holds that,as a new way of social governance,consultative democracy is undoubtedly ensuring the legitimacy of public decision-making and promoting the effective implementation of decision-making.It plays an irreplaceable role in realizing the vital interests of the masses and the right of dialogue to participate in the discussion of public interests.Chengdu's three-level social consultative dialogue mechanism is a practical exploration of consultative democracy with Chinese characteristics,which requires that in the further improvement of the social consultative dialogue mechanism,the characteristics and value of the theory of consultative democracy with Chinese characteristics should be firmly adhered to.In accordance with procedural principles,the fundamental freedoms,equality and opportunities of participants in consultation should be effectively guaranteed,and the reciprocity,openness and rationality of the consultation process should be enhanced thinking.
