Research On The Innovation Of Administrative Management System In China's Free Trade Zone

The construction of China Pilot Free Trade Zone is an important strategic plan as China's economic development has enter a period of new normal,and respond to a new round of adjustment of the global economic system.Also,it's an exploration of China's administration system innovations,with expanding the scope of opening-up and deepening reforms.At present,the government leads the construction of the FTZ(Free Trade Zone),its administration management system determines the innovation of the FTZ system,but also affects its development process.The research on the innovation of the FTZ‘s administration management system is an idea of the innovation of the FTA in China,and also for the other areas to learn from the FTZ.The innovations of FTZ's administration system ask for straightening concern between government and market,in essence,and enhancing market vitality,promoting opening up,by the reforms of administration system.The specific measures include optimizing the government institutions and the administrative structure,reforms of trade and investment facilitation,and consummating the regulatory of second-tier.Based on the analysis of the classic case of the international advanced Free Trade Zones,this article introduces the construction and management of the Free Trade Zones in Singapore,Hong Kong of China and the United States,and summarizes its advanced experience as an important reference for the innovations of Chinese mainland's FTZ administration system.At the same time,it analyzes the innovation of the existing administration system in China's FTZ,and fully recognizes the "combining office",the negative list system,the "single window" construction and the post-event supervision system.Also,it analyzes the deficiencies and the dilemma of the existing system innovation.Finally,according to the problem to find a countermeasure,this article proposed a few ideas for the further innovations of China's FTZ administration system,including optimizing the administrative structure,improving the negative list system,promoting the construction of "single window",the establishment of t post-event supervision system,as well as the construction of China's free trade zone legal system.
