Research On Government Functions In The Financing Of SMEs In China

At present, China's economy is in a fresh normal state. While the economic downward pressure increases, small and medium enterprises based on the private economy are playing prominent roles in stimulating economic growth and promote the successful transformation of economy. In recent years, despite the vigorously support of the country, the "financing difficulty" has always blocked off the further development of small and medium enterprises for years. This article mainly study in how to play a proper government function when facing the financing problem of small and medium enterprises . Based on the case analysis of the financing situation of small and medium - sized enterprises in a district of Nanjing, it is concluded that the problem actually results from the performance of "market failure" and the government has improperly positioned itself in the process of functioning. In the context of the current macroeconomic situation, the government should act as the first promoter, play a key role and reallocate the capital resources through proper means of functioning, so as to effectively alleviate the financing difficulty of small and medium enterprises.This paper is divided into six parts: The introduction analyzes the background of the financing problem of the small and medium-sized enterprises in our country, the research significance of the government function and the research situation on the government function in the financing of the small and medium-sized enterprises at home and abroad, while putting forward the research ideas and main research methods, and describe the technology roadmap. The first chapter analyzes several related core concepts and theoretical basis, and put forward the several roles that the government should play in the financing of small and medium-sized enterprises. The second chapter starts with the financing situation of small and medium-sized enterprises in a district of Nanjing, analyzes the concrete performance of financing difficulties of small and medium-sized enterprises, and discusses the reasons. The third chapter analyzes the problems where the government has improperly positioned itself in the process of functioning. The fourth chapter analyzes the typical practice and the advanced experience of Japan and Germany in coping with the financing of small and medium-sized enterprises, these developed countries are both implementing similar financial system in China. So in the fifth chapter I put forward specific measures and recommendations about how could the government function properly in the face of the financing plight of small and medium enterprises, on the current economic background of the party. It is a global problem that the small and medium-sized enterprises financing difficultly. It requires the government to play the necessary key role in the new situation, so as to maintain the long-term stability of our economy and effectively promote the supply-side structural reform.
