Animal control law in the US focuses on the requirement of dog licenses,the treatment of dogs,the obligations of dog owners and other aspects concerning the acts of the dog owners during the raising of dogs.Besides,the animal control law of states varies because of the different situation in each state.In California,dogs need to be spayed or neutered.The Illinois Animal Control Act divided dogs into three categories based on the danger of them,and the dog owners shall take more responsibility if they would raise the more dangerous dogs.Animal control law in the US is basically sound,and its diversity of the local codes is much valuable to the improvement of animal control system in the cities of China.This article introduces and analyses the animal control act of the US and two representative states,comparing the regulations of domestic canines issued in Beijing and Guangzhou.Based onthe current situation and dilemma in the cities of China relating to the domestic dog,this article aims at exploring feasible reference for dog control law in the cities of China,commencing with the qualification of raising dogs,the acts of the dog owners and the law enforcement.The dog register system shall be enhanced,and to define the breed of the forbidden dogs.The number of the dogs is also considerable.The raising acts of the dog owners shall be specific,meanwhile the enforcement of the related department shall be reinforced.
