Study On The Prevention And Control Efficacy Of Local Government In Animal Disease Crisis

Since the reform and opening up, China's animal husbandry has been an unprecedented development, it has become the largest country in animal husbandry, poultry and swine in the world respectively in the world 80% and 50%. Livestock has also become an important part of China's national economy. However, China's international trade, livestock exports frequently blocked. The main reason is that animal disease problem is not resolved. At present, China animal epidemic prevention and control situation is still severe and complicated, animal disease is the point to the development of aquaculture. How to improve the efficiency of local government in the prevention and control of animal disease crisis, it has become an urgent problem.On this back ground, the paper build local government public crisis prevention and control of animal disease Efficiency Evaluation index system from the perspective of local government, with the purpose to evaluate the efficiency of the principles of animal disease crisis evolution mechanism and efficiency of public construction based on the theory. Comparing and analysising the prevention and control of efficiency of local government in animal epidemic crisis through two-stage DEA-Tobit, analysising the influence of factors of local government in animal disease crisis efficiency. It has a very strong reality for local governments to develop a reasonable policy, to innovate prevention and control organizational system,to promote control techniques and integrate social resources.
