Research On The Issue Of High Seas Protected Areas

As the increase of human activities on the high seas,the safety of marine environment and marine creatures have caught worldwide attention.HSMPA(high sea marine protected area)is one of the newly developed methods to protect the marine environment effectively.HSMPA is an area regulated by one or more countries to conduct protective and restrictive measures.There is no clear legal frame for HSMPA,though the UNCLOS and other international treaties with regional treaties have provided solid legal basis for HSMPA.There are such built HSMPAs as South Orkney Islands Southern Shelf Marine Protected Area,Pelagos Sanctuary Marine Mammals and North-East Atlantic Marine Protected Areas.Considering national interests and practice,nations have different attitude toward HSMPA.The main concern is the conflict between the regulations for HSMPA and high sea,including the conflict with high sea regulations and regulations of the International Sea-Bed.China will be impacted by the development of HSMPA and expressed reservation to HSMPA.
