Analysis On Perfecting The Protection Of Criminals' Right To Health In The Context Of Governing The Country According To Law

The protection of criminals' rights for livelihood and hygiene is essential when criminal penalties are conducted.This protection system reflects the degree of civilization of a country and its rule of law.The Fourth Plenary Session of the Eighteenth Central Committee of the Communist Party of China adopted the Decisions of the Central Committee of the Communist Party of China on Comprehensively Pushing Forward Lawbased Governance and Some Important Issues.In accordance to the decisions,the protection of criminals' rights for livelihood and hygiene has become necessary in realizing the law-based governance.With the improvements of the law,the number of criminals has taken a certain proportion of citizens.Therefore the legitimate rights of criminals should be protected in line with laws and the development of the times.If the protection is seriously lagging behind,it will lead to a series of social problems.Since the Fifth Plenary Session of the Eighteenth National Congress of the CPC Central Committee,the CPC Central Committee has paid more and more attention on the issues of people's livelihood,social security system and the improvement of systems.The precise poverty alleviation proposed by the CPC Central Committee is a good example of how China solving its basic livelihood issues.In order to achieve this goal,we must not ignore the large community of criminals,the protection of criminals' rights for their livelihood and hygiene is closely related to the image of a country and its government as well as the improvements of laws,even the security and stability of this country.The protection of criminals' rights for their livelihood and hygiene includes two parts.The first part is the protection during their penalty.The second part is the protection after criminals leave prisons,including their pension,medical care and unemployment.This thesis first focuses on the significance of the protection of criminals' rights for their livelihood and hygiene.Then it discusses the work have been done on this protection system home and abroad.Based on the situations and practices of China,achievements and problems of the current protection system are analyzed and finally some suggestions and proposals on how to protect criminals' rights for their livelihood and hygiene based on law are put forward.
