In recent years,there has been a great deal of concern about the frequent and unharmonious phenomena of urban management law enforcement and violence resistance.Academic research(mainly study of sociology,law,administrative),with severe criticism and public opinion to a certain extent,to exaggerate the vendors and the conflict between urban management relations,and ignored the relation of the conflict between them.And more with the individual vendors and urban management in the academic research has looked at the vendor and the phenomenon of urban management,few to vendors to study groups and urban management point of view,however,vendors not only exists in the individual way of flow,there are also exist in the form of open fixed stall group,this kind of fixed stall,make vendors from disorderly to orderly,and in the long-term contact form has its own rules,we call this vendor group vendors from the organization.What are the characteristics of the vendor self organization? How does the vendor interact with the city management? What is the difference between a urban management's treatment of a vendor and a vendor? Can the vendor's model mitigate the conflict? This paper from the Angle of vendors self-organization to study vendor and interactive relationship of urban management,through on-the-spot investigation and interviewing the target group,and observation to obtain data,and combining with the existing academic research,a comprehensive analysis of the interaction between urban management and vendors selforganization.This research mainly through the vendor self organization,the organization of the urban management department and vendors and interactive development of urban management department three parts to study vendor since the organization and the interaction between theurban management department.First is combed the needlework,folk arts and crafts,Chinese herbal medicine,L open-air market four vendors on the history and status quot of self-organization,and its forming process,which is mainly composed of kinship and geographical relation with internal relations,and on this basis,summed up the vendors self-organization of openness,instability,spontaneous,and have the characteristics of simple operation rules.Second,in the research on urban management department,mainly chose urban management law enforcement team on behalf of S streets,they have their specific organizational goals and to prepare members on the formal and informal member's unique organizational structure,however,when an organization has tight structure when faced with a loose from the organization,organization mode of law enforcement is relatively soft,usually need to report to the superior leadership and not like treat individual vendors,close down on the spot.Finally in the street vendors in the process of self-organization and interactive development of urban management department to comb the six characteristics of the interaction,with the recessive and dominant interaction,on the structure has the multiplicity,the interaction between them is a process of continuous,mingled with the specific interaction of kin and land pattern,etc.;The process of interaction between them was forced into conflict and resulted in different interactions from the individual vendors.Sewing vendors selforganization and open-air market vendors self-organizing chose actively cooperate with the urban management department,Chinese herbal medicine vendors self-organization is passive,in cooperation with the urban management department,national arts and crafts vendors self-organization,choose not to cooperate with the urban management department.Through the above analysis and research concluded that vendors self-organizing mode for alleviating the conflict between vendors and urban management relations are effective,the main reason is that vendors self-organization of spontaneous order by balancing the internal formation of self-organization can form intense conflict of role constraints;The vendor's balance of power between the organization and the city management department makes the urban management more gentle in dealing with the street vendors.Based on these two conclusions,the organization's vendors are more likely to manage the urban management department and reduce the occurrence of conflicts.
