Problems And Countermeasures In The Implementation Of Government Functions In The Construction Of Subways In Harbin

With the fast speed of China's urbanization,the density of urban population soars rapidly,traditional public transportation methods are very hard to meet the need of the pubic and therefore,the construction of metro becomes the very timely task on the to-do-list of local government.Considering the special role the government playing in the whole planning-investing-operation process,the study of government management is of crucial importance.This paper starts from the construction history of Harbin Metro,especially the particularity,i.e.poor weather condition and unique demand,based upon this,the whole planning is deduced.Followed with study the process the financing and investment modules,the operation results are listed.Unluckily,the results are far away from the expectation.Secondly,the paper examines the weakness of government planning and execution process,the problems existed in the financing and investment modules and why the operation results are not as good as planned.Finally,based on the theoretic study and best examples,the author points out the suggestion and policy than could be adopted.These suggestion includes the market-oriented planning,better financing modules that attracts investors and effective operation methods using the latest techniques and business practices.
