Government Investment Projects Seamless Management

The traditional organizational structure of government bureaucracy does not apply to the requirements of the social reality on the mode of governmental organizations. Bureaucracy has produced the fragmented, the unknown of powers and responsibilities, and the complicated procedures, these problems have become increasingly prominent, which seriously weaken government execution efficiency, reduces the credibility of the government’s executive power and the public’s satisfaction about the government. The development of economy and society needs a series of reforms for the Government to apply to the increasing demands of the public on the government.China is at a critical period of the planned economy to the market economy, under the conditions of market economy, our government’s concept needs convert from"government" to "the public", the government should focus on services, control the administrative costs, reducing the internal friction of the public resources, in order to provide diverse, efficient, high-quality public goods and services to meet the diversified demands of the public. Russell?M?Linden produced the theory of seamless government in the1990s, we can learn ideas for the reforms of our government. The seamless government theory is a new government management models and methodologies, which advocates "customer oriented","competition-oriented","results-oriented" to reform the government, in order to enhance the efficiency of the implementation of the government, and the ultimately goal is to provide seamless services for the public, to establish the seamless implement program of government.In this paper, I will describe the theory of seamless government and government execution systematically, find the main gap problem and its causes, and then use the seamless government theory to enhance our Government under the new perspectives and ideas, making some suggestions and countermeasures to enhance the government execution finally.
